With the NTIA’s updated guidelines shifting toward tech neutrality and cost-efficiency, satellite providers like Starlink and Project Kuiper are seeing early momentum in the bidding process. States such as Texas, Tennessee, and Vermont have already reported that satellite bids significantly outpaced fiber, both in number and in cost-effectiveness. Meanwhile, over 4 million unserved or underserved locations remain, but that number is shrinking quickly as final bids are submitted ahead of the September 4, 2025 deadline.
